If Facebook Ads are not spending, increasing the budget is not always the answer. A Meta campaign can stay under budget because of delivery restrictions, audience limitations, bid controls, optimization choices, scheduling or account issues. Diagnose the constraint before changing several settings at once.
Confirm the campaign is actually active
Check campaign, ad set and ad status. Make sure the start date has passed, the schedule is correct and the ad is approved. A paused ad set or future schedule can look like a delivery problem when the system is working as configured.
Review account and payment issues
Billing problems, spending limits or account restrictions can interrupt delivery. Check account notifications and payment status before rebuilding campaigns.
Look at audience size and overlap
Extremely narrow targeting can limit opportunities in the auction. This is especially common with small local audiences combined with multiple detailed filters. Broaden only when the business can still serve the people reached.
Check bid and cost controls
A bid cap or cost control that is too restrictive can prevent Meta from finding enough auctions at the required economics. If the campaign has little delivery, compare the control with realistic historical acquisition costs.
Review the optimization event
Optimizing for a rare event without enough conversion signal can create delivery problems. Verify the event is firing accurately and that the campaign objective matches the action you actually want.
Consider budget fragmentation
Splitting a modest budget across many ad sets can leave each one with too little opportunity to learn. Consolidation can improve delivery and make creative comparisons more useful.
Check creative and policy status
Ads can be limited, rejected or receive weak auction response. Review delivery diagnostics and test materially different creative concepts rather than only changing small visual details.
Do not make every change at once
Changing budget, audience, bidding, creative and optimization simultaneously makes it difficult to know what fixed the issue. Start with the most likely constraint and document the result.
